Hestia, our starter, ships dry so it travels well. Dormant doesn't mean dead — a little flour, water and a warm spot are all it needs to come back to life.
Feed it consistently over a few days: equal parts flour and filtered water, discard part of the mix before each feed, and watch for it to double in size and turn bubbly.
